Effect of a Peripheral Glare Source Upon the Apparent Brightness of an Object

Why does an object viewed near a glare source appear less bright than it does if there is no nearby glare source? This question was studied as Project #17 of the I.E.S. Research Fund, and their findings reported herein, including a method of evaluating loss of visibility.
